First step

The first step is to fill out the NEI - número de identidad extranjero form to get something like ID number. You need to go to the foreign police in Spain with this form. Go to your local town hall and report where you live.

Second step

After 180 days, you can apply for "residence" (permanent residence). Here, the Spanish are stricter when granting consent. It will help if you own a property in Spain, or have a signed rental agreement, have a permanent job, and have more than 10,000 euros in your account. Only after residency is granted are you entitled to Spanish health and social insurance, which gives you access to free medical care (but not, for example, a dentist). At the same time, you can set up a digital signature (valid for 3 years) so that you can handle administrative matters of this type from the comfort of your home.
